Can you apply strangifiers to skinned weapons??

I will have a flash fryer and I already have a spec killstreak kit for it and I am going to festivize it... Now, I was going to get a strange one, but, I AM NOT WILLING TO PAY £46 FREAKING HELL!!

Anyway, I wanted to ask if you can apply a strangifier to it, because the civilian stat clock can only be applied to civilian grade skins...

Pls help me!
