By Mora's un-holy glow this hair is disgusting. While this is nothing completely final, it seems that this plague is a actually some form of parasite. For now I'll infect some rats and see what happens. If things go bad I can always just toss them in the incinerator. 

That Cat the officer caught wont shut up. Thing even had a cell phone (don't know where it kept it, don't wanna know). Shortly after discovery the officer removed it after some "light" convincing. 

Birbs seem to be just fine so far. Don't got any reports of them turning or falling to the feline menace. 

While the parasite does what it needs to do, I'm gonna take a nap, not feeling too well....
